Carriers or their agents must submit a summary Cargo Manifest Declaration in advance as follows:

Importation

• Air Transportation: At least 2 hours before the goods arrive at the first international airport.
• Road Transportation: At least 24 hours before the goods arrive at the first international customs border checkpoint.
• Rail Transportation: At least 24 hours before the goods arrive at the first train station.

Exportation

International carriers or their agents must submit a Cargo Manifest declaration:

• At least 24 hours before the goods arrive at the first customs office or Upon arrival at the first customs office, followed by a detailed declaration within 7 working days, as per the Customs Law.

International Transit

• For transit shipments, agents can directly proceed with the detailed declaration without a prior Cargo Manifest Declarations.
